' As a result of a NRC Region IV request, a review of 10CFR21 report j P21-87-28 concerning improper seating of Agastat General Purpose (GP) '

. Series relays was conducted at the South Texas Project Electric Generating Station (STPEGS). The site inspections identified that'the j STPEGS does not have the'same problem as described in P21-87-28; however, the review identified incompatibility (improper seating) between Agastat .J FGP Series relays and their corresponding sockets used by Cooper-Bessemer W

in the diesel generator control. panels. If left uncorrected, the ability of the diesel generators to provide essential power for safe shutdown of .

Unit 2 could have been compromised.

1 II. Description of Deficiency Cooper Industries (CI) supplied STP the diesel generators for Unit 1 with control panels that used 1978 vintage Class.1E Agastat FGP relays and i sockets. In 1980, t.gastat redesigned their FGP relays and sockets. The l new relay base is slightly larger and required a new socket to accommodate the increase in the relay base dimension. In completing the-Unit 2 diesel generator panels, CI procured the 1980 vintage FCP relays.

However, the 1978 version of the mating socket was used in the panels. i Therefore, the Unit 2 FGP relays do not seat properly.in their respective- (

( sockets. While electrical connection is accomplished, the seismic l qualification of the relay and socket connection is unanalyzed. l 4

III. Corrective Action i 1

In the Unit 2 equipment where the 1980 version of the FGP relays are used j with the older sockets, qualified relays and sockets will be installed in i the control panels prior to diesel statt testing.  ;

'I IV. Recurrence Control j

. The only use of FGP relays at STP is in the diesel generator panels. The l South Texas Project Restricted Components List has been revised to preclude the use of the newer design FGP relays and sockets without engineering evaluation.

i V. Safety Analysis The Agastat FGP relays and relay. sockets in the STP Unit 2 diesel-generator control panels were determined to be incompatible. The.

operability of these panels after a seismic event and subsequent loss of  !

offsite power is indeterminate. Had this deficiency remained uncor-rected, the ability of diesel generators to provide essential power.for, t safe shutdown of Unit 2 could have been compromised. Therefore, HL&P has determined that this item is reportable pursuant to 10CFR50.55(e).
