Reference:

1. ST-HL-AE-996 dated August 25, 1983
2. ST-HL-AE-1055 dated February 16, 1984 In Reference 1, Houston Lighting and Power Company (iiL&P) reported a "waviness" condition in the Unit 1 core support ledge pursuant to 10CFR50.55(e). Reference 2 contains the final report describing the condition. The safety analysis concluded that no corrective action was necessary and released the vessel for 'sse as is".

The NRC staff requested additional information in meetings with HL&P February 8 and 11, 1988. As described in the attached report, the South Texas Project Unit I reactor vessel has exhibited a reactor vessel support ledge and flange "waviness" with a peak-to-peak dimension of 0.017 inches and an out-of-rouna condition of 0.057 inches (less than one-sixteenth of an scen) over a vessel diameter of 16 feet.

This is permitted by the ASME Boiler and Pressure Vessel Code and is the result of the mechanical stress relief process (shop hydrotest) at the r.ombustion Engineering vessel manufacturing facility after reactor pressure vessel fabrication.

HL&P concludes that:

The reactor pressure vessel meets the commitments in the Final 5dfety Analysis Report frSAR);

The reactor pressure vessel will perform as intended for its full service life;

. The reactor pressure vessel fully meets the applicable ASME code.

The attachment, WCAP-11761, "South Texas Unit 1 and Unit 2 Reactor Vessel Tilt and Waviness Clarification Study", contains information that is  :

proprietary to Westinghouse. Accordingly, HL&P requests that this information be withheld from public disclosure.  !

In order not to delay this submittal of information to the Commission in [

connection with the review of the issue of the reactor vessel flange  !

"waviness" and projected tilt, Westinghouse will comply with the requirements I of 10CFR 2.790 to provide proprietary and non-proprietary versions, together i with an affidavit as soon as the proprietary information contained in the  !

submittal has been specifically identified and the proprietary and non- i proprietary versions have been prepared. HL&P will submit the total number  :

of copies of the proprietary and non-proprietary versions of the information l and the required affidavit at that time. .

In the meantirre, sufficient copies for the NRC staff to initiate its review are provided. E. Shoemaker, Esq., of the NRC Office of the General !

Counsel, has advised Westinghouse that he concurs with this procedure.

HL&P expects to be able to fully comply with the requirements for the proprietary and non-proprietary versions of the information with an  ;

accompanying affidavit within 4 weeks. l
