Name and Location of Simulation Facility l South Texas Project Electric Generating Station Unit i Reference Plant 8 Miles West of Wadsworth, FM 521 Wadsworth, TX 77483 IV. PURPOSE: The purpose of this report is to satisfy the reporting requirements as l established in 10 CFR 55.45(b) (5) (ii) and (b) (5) (vi). This report includes information l on the current status of the simulator facility, on the performance testing which has been completed during the previous four years, and on the subsequent four-year test plan.

V. CURRENT SIMULATOR STATUS: At the close of 1998 the simulator had a total of 66 open discrepancies and 12 open modifications which are scheduled for completion in November 1999. The reference plant is installing an Integrated Plant Computer System (ICS) to replace the ERFDADs and Proteus plant computer systems and is scheduled for completion on the simulator in October 1999. The reference plant is replacing the Unit I ste n generators in the spring of 2000. The simulator modifications for steam generator rer ;ement are scheduled to be completed in November 1999. See Addendum 2 for a deued list of simulator modifications and Addendum 3 for a list of open discrepancies.

VI. Malfunction Tests 1995 - 1997. Pursuant to 10CFR55.45 (b)(5)(ii), all performance test failures have been corrected. All discrepancies noted during performance testing hue been identified, prioritized, and corrected per Simulator Configuration Control Procedure OPNT01-ZA-0037, Revision 1. Identified performance testing discrepancies have been corrected with the exception of Addendum 3.

Pursuant to 10CFR55.45(b)(5)(vi), the following is a description of the performance testing completed. Annual performance testing was conducted in accordance with ANSI /ANS 3.51985, Section 5.4 " Simulator Testing" and Appendix A, Section A3 " Simulator Tests" as follows:

A. Computer Real Time Test (ANSI Appendix A, Section A3.1).

Testing to verify simulator real time operation was completed satisfactorily for each year of the four (4) year test period, January 1995 - December 1998. The results are on file and available upon request.

B. Steady State Test (ANSI 3.5 Appendix A, Section 3.2 and Appendix B Section B2.1)

1. Simulator parameters were compared with reference plant parameters at  ;

approximately 25%,75%, and 100% rated thermal power each year for the four (4) year period, January 1995 - December 1998. The simulator meets or exceeds the performance criteria of ANSI 3.5, Section 4.1.

2. Simulator stability tests were performed each year for the four (4) year test period, January 1995 - December 1998. The simulator meets or exceeds the f performance of ANSI 3.5, Section 4.1. J j

C. Nonnal Operation (ANSI 3.5, Section 3.1.1 and Appendix A, Section A3.2).

i Normal plant evolutions listed below (ANSI 3.5, Section 3.1.1) were performed each l year for the four (4) year period, January 1995 - December 1998. Performance tests satisfactorily met the acceptance criteria of ANSI 3.5, Se v <t 4.2.1.

Configuration Control Procedure."

e Slow primary system depressurization to saturated condition using pressurizer relief or safety valve stuck open. (Inhibit activation of high-pressure Emergency Core Cooling Systems).

E. Malfunction Tests (ANSI 3.5, Sections 3.1.2,4.2.2, and A3.4)

Simulator malfunction tests were performed at the rate of 100% during 1995 and approximately 25% each year for 1996 - 1998. During 1995, the performance test was conducted in conjunction with the CAE Simulator Upgrade Project Site Acceptance Testing. A total of 2457 simulator discrepancies were documented and corrected in the period 1995 - 1998 with the exception of the discrepancies listed in Addendum 3.

F. The reference plant modifications were implemented in the simulator during the four (4) year reporting period. Acceptance testing commensurate with the scope of the change was performed satisfactorily for each modification in acccrdance with ANSI 3.5, Section 5.4.1 prior to turnover to training.
