On May 12, 1988, Houston Lighting & Power Company notified your office pursuant to 10CFR50.55(e) of an item concerning leakage in the aluminum-bronze Essential Cooling Water (ECW) System.

HL&P has determined that this item would not result in a safety concern if left uncorrected based upon the detailed technical evaluations previously submitted to the NRC in References 1 and 2. However, HL&P believes it is prudent to consider this item reportable pursuant to 10CFR50.55(e) due to the significant effort expended in the performance of metallographic examinations, stress analyses and structural evaluations that supports the determination l that a safety hazard does not exist. A full description of this item and corrective actions are addressed in References 1 and 2.
