NRC Bulletin 88-10, Supplement 1 i Nonconforming Molded Case  !

Circuit Breakers  !

Centlement Bulletin 88-10 requested licensees to verify that safety-related molded-case i circuit breakers (CBs) which may have been installed as replacements,  ;

installed as part of modifications, or are being maintained as stored spares, ,

are suitable for their intended service. The subject supplement requested  :

licensees to review their Bulletin responses to verify that they met the Bulletin provisions as clarified by this supplement.  !

As a result of the supplementary Bulletin information and follow-up reviews, l the Cleveland Electric 111uminating Company (CEI) is revising data previously docketed by letters PY-CE1/NRR-0992 L, dated March 31, 1989 and PY-CE1/NRR-1014 L, dated June 15, 1989, on stored spare safety-related CBs at Parry. This revision results from reevaluation of safety-related CB  ;

procurement documents and the determination that 49 additional CBs procured ,

from Original Equipment Suppliers, and through CBM-authorized distributors, i did not have adequate traceability to the CB manufacturer (CBM). Therefore, these 49 CB's should be reclassified; the changes to our revised letter of ^

June 15, 1989 are as follows:

Data Provided  ;

6/15/89 Current Data Tots 1 safety-related spare CB's 430 430 Total with verifiable CBM traceability 405 356 ,

% safety-related spare CB's traceable to CBM 94% 83%

In an analogous manner to CB's earlier found to have inadequate traceability,  !

1 these 49 additionel CBs have been documented on a nonconformance report. l v removed from inventory and placed on hold.

f Other statements, conclusions and commitmenta in our previous letters remain unchanged with a minor clarification to action item 7 to better reflect PNPP's '

procurement policy. It should read as follows (changes underlined from original response in PY-CE1/NRR-0992 L dated March 31, 1989):  ;

7. Molded-case CBs installed at PNPP in safety-related applications

b. Procured commercial grade irom a CBM or others with veriftable ,
