Dear Mr. Collins:

Enclosed are three copies of the " Physical Security Plan for the AFRRI-TRIGA Reactor Facility" for the Armed Forces Radiobiology Research Institute (AFRRI)

Reactor License R-84. The entire AFRRI complex is designated as a restricted area in accordance with Section 21 of the Internal Security Act of 1950. This plan reflects the culmination of a security upgrade program here and was prepared in accordance with 10 CFR, paragraphs 50.34(c), 73.40, and 73.67, and with the draft regulatory guide entitled " Standard Format and Content for a Licensee Physical Security Plan for the Protection of Special Nuclear Material of Moderate or Low Strategic Significance." Physical security for Special Nuclear Material (SNM) in transit was not addressed in the enclosed plan. Should it be necessary for the AFRRI to ship or receive SNM, the NRC will be notified and the plan updated before the SNM is placed in transit. .

This physical security plan is exempt from public disclosure pursuant to 10 CFR, paragraph 2.790(d) and is proprietary information.
