Dear Sir:

The Armed Forces Radiobiology Research Institute (license R-84, docket 50-170) has completed changes to improve its reactor facility emergency plan without prior Commission approval as authorized by 10 CFR 50.54(q).

The changes have been made and approved under provisions of 10 CFR 50.59. They do not decrease the effectiveness of the plan and are detailed in the attached memorandum (Attachment 1). The plan continues to meet the requirements of Appendix E, 10 CIR 50.

The new plan has been approved by both the Reactor Facility Director and the Director of AFRRI and is submitted at Attachment 2.

4 EMERGENCY PLAN CHANGES

1. Throughout the plan change all "mR" to'" mrem".
2. Change the obsolete term "MPC" to " allowable effluent concentration".
3. On page 2-3, in the definition of Reactor Facility Operations Boundary, change the reactor administration / control area from

" rooms 3106 and 3155-3162" to " hallways 3106 and 3106A and rooms 3155-3162".

4. On page 4-4, correct the Ar-41 stack concentration (old 800 MPC) from "2.2 x 102 mR/hr" to read "less than 2.2 x 10'3 mrem /hr". The number was correct in previous versions of the emergency plan but was incorrect in the October 1993 plan.
5. On page 6-2, in the discussion of decontamination facilities, change " Protective clothing is located in the portable and fixed emergency caches located throughout AFRRI." to read " Protective clothing is located in portable emergency caches (see paragraph 6.6) as well as in the ERC."
6. On page 8-1 (Section 8.1(6)), in the discussion of emergency response team (ERT) training, change " Specific training requirements are addressed in the TRIGA Reactor Operator Training and Requalification Programs." to read " Specific training requirements are determined by the ERT commander."

Items 1 and 2 bring the emergency plan into compliance with the new 10 CFR 20. Items 3-6 correct errors that were missed during the October 1993 revision. These revisions do not change policy, procedures, or equipment and are generally administrative in i nature. The changes do not decrease the effectiveness of the plan and the plan continues to meet the requirements of Appendix E, 10 l CFR 50. l i l l
