I Enclosed please-find the original and two copies of the Armed Forces Radiobiology Research Institute (AFRRI) TRICA Reactor Physical Security. Plan, labeled ' Interim plan.' An analysis of the changes to this plan is also.

In accordance with the provisions of -10 CFR 50.54(p) this analysis shows that implementation of this interim physical security plan does not docioase the safeguards effectiveness of the plan in any way. Request that you review the changer to this plan and provide us with any comments concerning l
the plan or the accompanying analysis, i
AFRRI is currently undergoing a physical security Intrusion Detection System (IDS)' upgrade. Although the contractor has assured us that the current IDS for the reactcr will remain fully operational during the installation of the new IDS, we have taken steps to mitigate any unforeseen outages of this sy.. tem.
The reactor staff has installed an internal IDS that can be activated at any time if the current IDS fails. However, activation of this internal IDS required that the current reactor physical security plan be modified.
Therefore, we have made the appropriate modifications to the plan in accordance with 10 CFR 50.54(p) and have labeled the resultant plan ' interim plan' because we do not intend to activate the internal IDS or this ' interim i
plan' unless we have to. As you know, the material contained in our physical security plan and in the analysis documentation is not in the public interest and should be withheld from public disclosure in accordance with 10 CFR 2.7g0.
