Enclosed please find the original and two copies of the Armed Forces Radiobiology Rorsarch Institute (AFRRI) iRICA Reactor Physical Security Plan, labeled ' Summer 1990.8 An analysis of the changes to this plan is also enclosed. In accordance crith the provisions of.10 CFR 50.54(p) this analysis shows that implementation of this physical security plan does not decrease the safeguards effectiveness of the plan in any way. Request that you review the changes to this plan and provide us with any comments concerning the plan or-the accompany'ing analysis.
This in the third and final physical security plan that is being sent to you for review this Spring. As you know, AFRRI is currently undergoing a physical security Intrusion Detection System (IDS) upgrade. This plan contains changes necessitated because:of the' installation on the new IDS and will not be implemented until sometime_this Summer when the installation of the new IDS is-coa.pleted. As you know, the miatorial contained in our physical security plan
..and in the analysis documentation is not;in the public interest and should be withheld from public disclosure in accordance with 10 CFR 2.790..
