Restatement of Financial Qualifications for USNRC License R-84 activities.

This letter is to clarify the Armed Forces Radiobiology Research Institute's resolution of our previously expressed concern about funding of major reactor facility repair. Said funding is considered vital to enable us to continue our reactor operations l in a safe, fully operational manner. Our concern was based on j the impending transfer of AFRRI from the Defense Nuclear Agency '

(DNA) to the Uniformed Services University of the Health Sciences l

(USUHS) and the uncertainty of funding support accompanying that tranafer. My concern was based on uncertainties voiced by the senior staff of the USUHS.

Since our original letter, in which we noted our concern, AFRRI has determined that the funding route for specific large budget repair items that is currently in use will continue to be available. This was clarified by the Assistant Secretary of Defense (Health Affairs) office upon specific inquiry. Thus, AFRRI will continue to obtain said funding through the Real Property Maintenance Fund as is currently done.

Upon transfer on 1 October 1993, AFRRI will notify the USNRC of the assumption of financial and indemnification responsibilities by USUHS.
