Dear Sir:

This letter is in response to your letters, References 2 and 3, requesting confirmation that the information provided to you on our behalf by GE regarding fuel swelling and rupture is correct. Since Vermont Yankee is rurrently operating on the basis of analyses performed by General Electric co., the following discussion pertains to the use of GE's licensed models to VY operation.

Via both your letters, References 2 and 3, and our correspondence with GE, we are aware of the effort which GE has applied toward this issue. It is our understanding, based on our communications with GE, that over the operating range of interest pertinent to Vermont Yankee the models applied by CE and approved by the NRC are of a conservative level equivalent to the NRC model.

Over the next 1 1/2 years, YAEC intends to validate, independently of GE, Vermont Yankee's response to LOCA events. Implicit in this work will be a consideration of fuel swelling and rupture effects.
