Dear Mr. Reid:

The enclosed docunents constitute our application for renewal of the UCLA research reactor license R-71. This submittal supersedes and voids the extension request in our letter of December 19, 1979.

The enclosures consist of an " application for a Class 104 License for a Research Recctor facility", and seven (7) appendices that are a part. of the complete application. Three copies of the application are signed and notarized by the Dean of the Engineering School, the Director of the Research and Occupational Safety Office, and by the Administrative Vice Chancellor, who is the UCLA Officer responsible for the reactar.

The application has also been reviewed by the Reactor Use Committee and the Chairman of the University Radiation Safety Committee.

This application contains only minor changes (listed in the forward to appendix 5) from the orginal application.

Due to changes in format required by the NRC and to incorporate material submitted since the orginal application, appendices 2 (Environmental Impact Appraisal), 3 (Final Safety Analysis Report), and 4 (Emergency Plan) have been expanded. Letter agreements dealing with operator requalification and the Physical Securi ty Plan have been incorporated into the license as appendices 6 and 7 respectively.
