C. 20555 Perry Nuclear Power Plant Docket No. 50-400 Implementation of 10CFR26, Fitness for Dut Rule Gentlemen:

In accordance with 10CFR26, Appendix A, Subpart A-l.l(2), the Cleveland Electric Illuminating Company is notifying you that in implementing the guidelines contained in Appendix A to 10CFR26 for Perry, we are setting more stringent cut-off levels in two areas. These are:

1) Section 2.4(g)(14) states "If the temperature of the urine specimen is outside the range of 32.5 degrees C 37.7 degrees C /90.5 degrees F 99.8 degrees F. ." ~

We intend to change this guidance to "If the temperature of the urine specimen is outside the range of 34.4 degrees C 37 degrees C / 94 degrees F 98.6 degrees F."

2) Section 2.7(e)(1) established an initial test cut-off level for marijuana metabolites of 100 ng/ml. In addition to the initial test cut-off level .of 100 ng/ml, we will add another test for 50 ng/ml (per NUMARC recommendation).

Additionally, we have identified two items within 10CFR26, Appendix A which deviate from NIDA certification. These are:

1) Section 2.7(f)(3) states, "The analytic procedure for confirmatory analysis of blood specimens voluntarily provided by individuals testing positive for alcohol on a breath test shall be gas chromatography analysis."

We will utilize gas chromatography as directed in 10CFR26, Appendix A.

2) Section 2.7(f)(5) states, "Confirmatory tests for opiates shall include a test for 6-monoacetylmorphine (MAM) if the screening test is presumptive positive for morphine."

We will utilize a test for 6-monoacetylmorphine (MAM) in our confirmatory tests for opiates.

CEI intends to follow the guidance in 10CFR26, Appendix A, including the more stringent criteria delineated above. Please feel free to contact me if you have any further questions.

Very truly yours, MgM Al Kaplan C+
