Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Fracture Toughness Requirements NRC TAC Nos. 62760 and 62761 By letter dated October 30, 1987, the Nuclear Regulatory Commission transmitted a Safety Evaluation (SE) of the Florida Power & Light Company (FPL) report, "Reactor Vessel Material Surveillance Program for Turkey Point Unit 3, Analysis of Capsule V". The letter transmitting this SE required that FPL submit a plan for complying with 10 CFR 50, Appendix G, Section V.C requirements. FPL submitted its plan by letter dated May 4, 1988 (letter L-88-207).

That plan was later superseded by letter dated January 31, 1989 (letter L-89-32).

The October 30, 1987 NRC letter also stated that Section III.B of Appendix G requires that the test methods for supplemental fracture toughness tests be submitted to and approved by the Director,-

Office'f Nuclear Reactor Regulation, prior to testing. This requirement was also called to FPL's attention in an NRC letter dated May 25, 1988.

As stated in our January 31, '1989 letter, supplemental fracture toughness testing will be done for the Turkey Point Plant as part of a Babcock & Wilcox Owners Group (BWOG) program. This letter is to inform you that the procedures for doing the testing were submitted to the NRC by BWOG letter OG-539, dated August 5, 1989, which transmitted Babcock & Wilcox Report BAW-2086, "Babcock &

Wilcox J-R Test Procedure for Wedge Opening Loaded (WOL) Fracture Toughness Specimens," June 1989, for approval by the Director, Office of Nuclear Reactor Regulation. This document is currently being reviewed by the NRC Staff.
