Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 NRC Bulletin No. 88-10 Nonconformin Molded-Case Circuit Breakers NRC Bulletin No. 88-10, "Nonconforming Molded-Case Circuit Breakers," issued November 22, 1988, and supplemented on August 3, 1989, requested that licensees take actions to provide reasonable assurance that, molded-case circuit breakers (CBs), including CBs issued with motor controllers, purchased for use in safety-related applications, without verifiable traceability to the CB manufacturer perform their safety function. ,Florida Power & Light Company provided a response to that bulletin for Turkey Point Units 3 and

.4 by letters dated April 3, 1989 (FPL letter No. L-89-119) and November 7, 1989 (FPL letter No. L-89-394).

In our November 7, 1989 letter we identified four additional breakers which were found not to meet the criteria of NRC Bulletin 88-10. As stated in that letter, one breaker is in use in a nonsafety-related application. One breaker is in stores and use has been restricted. Of the two remaining breakers, one was it' transferred to the Turkey Point fossil units. The location of the remaining breaker could not be verified, however, based on a review of stores'ecords, we have reasonable assurance that released for use in a safety-related application.
