Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 NRC Bulletin No. 88-10 NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS NRC Bulletin No. 88-10, "Nonconforming Molded-Case Circuit Breakers," issued November 22, 1988, requested that licensees take actions to provide reasonable assurance that molded-case 'circuit breakers (CBs), including CBs issued with motor controllers, purchased for use in safety-related applications without verifiable traceability to the CB manufacturer perform their safety function.

Florida Power 6 Light Company provided a response to that bulletin for Turkey Point Units 3 and 4 by letter (FPL letter No. L-89-119) dated April 3, 1989.

On August 3,-1989 the NRC issued Supplement 1 to NRC Bulletin 88-

10. This supplement provided specific examples of common deficiencies identified by the NRC during their preliminary review of responses to the bull'etin. In addition, it NRC position on issues that were not specifically addressed by the also provided the bulletin.

FPL has reviewed its April 3, 1989 submittal in accordance with NRC Bulletin 88-10, Supplement 1. Based on additional investigation with suppliers, the following additional items were found not to meet the criteria of position 7 of Supplement 1 to NRC Bulletin 88-10.

L-89-394 Page 2 The above breakers were traced from the supplier (Atlas Electric to Electrical Supplies, Inc. (ESI), Miami, FL (ESI invoice No.

235563 dated January 8, 1988). Efforts to trace ESI's documentation to the original manufacturer have not been successful.

The current status of these four breakers is as follows. One breaker is in use in a nonsafety-related application. One breaker is in stores and its use has been restricted. The location of the other two breakers has not been determined. FPL is continuing its efforts to locate these breakers, and will provide an update to this response by December 7, 1989.

This information supplements that provided in our April 3, 1989 response. The other actions required by the original bulletin will be completed as previously stated in our April 3, 1989 submittal.
