.. HRC THSPECTIOH REPORT SOS 50-250/8~ AHD. 5G-,251/89-02 In an NRC-letter dated April;,18,,1989 to Mr -W. P. Conway the NRC requested additional information concerniag the corrective actions PPL had taken in response to violation 50-250/89-02-01. Specffi'cally, the NRC stated "during the week of April 3, 1989, your staff s capabilities to .make prompt classifications were again evaluated by an NRC license examiner. The findings indicated that additional training in classifications was necessary.

'We understand 'that, in response to these findings, you are revising the applicable procedure and you are providing additional training to your staff regarding emergency classification. In view of this, we request that you provide a supplemental response to the Notice of Violation outlining the

'additional corrective actions you have taken and plan to undertake."

The following corrective actions have been taken, in addition to those outlined in the "Reply to Notice of Violation Inspection Report 89-02" dated March 27, 1989, to prevent the recurrence of this problem.

1) The Emergency Action Level (EAL) guidance contained in procedure EPIP-20101, "Duties of Emergency Coordinator," has been upgraded to be clearer and more "user friendly." An "approved for training purposes only" version of this upgraded guidance was used during the retraining provided, between April 17 and May 5, 1989, to the potential Emergency Coordinators. This allowed the procedure to be thoroughly validated prior to its implementation on May 5, 1989.
2) All personnel who are currently expected to act as the Emergency Coordinator have been retrained in the area of emergency classification. The retraining included both classroom and simulator training. A written examination was given to all personnel attending the training. Additionally, the Assistant Plant Supervisor-Nuclear (APSNs) and Plant Supervisor-Nuclear (PSNs) were given a simulator examination on this sub)ect.
