Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-,251 Performance Enhancement Pro'ect 4 Task 24 The Performance Enhancement. Project (PEP) for Turkey Point Units 3 and 4 is the subject of a NRC Confirmatory Order dated August 12, 1986. One of the few remaining tasks under PEP is Project 9, Task 24I Subtask 3, "Review Current Stock of Materials." This task was added to the PEP Program following discussions with members of the NRC Region II Staff by our letter, L-86-42, dated January 31, 1986.

The original schedule was later changed in our letter, L-87-.256, dated June 18; 1987 due to a major increase in the scope of the project. directed by FPL management. The purpose of,this task was to ensure that the spare parts inventory met applicable technical and quality requirements.

The purpose of this letter is to provide the current status of the review and to request termination of the project.

The original scope of the project, as defined in January 1986, was to include the review of approximately 15,000 line items. To date over 25,000 items have been reviewed. This total represents 77%

of the current consolidated inventory.

There are currently controls in place to ensure that unreviewed items are reviewed in accordance with the PEP -project criteria prior to reordering. In addition, prior to installation, the unreviewed material must be reviewed by plant Quality- Control for use in a Quality/Safety related .application.

aware, the plant management has initiated, a comprehensive effort to improve spare parts support to the plant maintenance departments'. .

Plant management has identified the priority areas for improvement and the review team performing the PEP project will play a key role in accomplishing spare parts improvements. Because these improvements are so necessary to improve the overall maintenance position at the plant, we request that these tasks take priority over the closeout of the rest of the expanded scope of the PEP task.
