Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-25 I Proposed License Amendment Control Room Ventilation By letter dated August 25, 1986 (L-86-332) Florida Power 8 Light Company (FPL) requested a one-time Technical Specification change to support implementation of modifications required to resolve NUREG-0737, Item ill.D.3.4 "Control Room Habitability." Justification for the Technical Specification change was supported by a No Significant Hazards Evaluation (NSHE) which took credit, in part, for the installation and use of a temporary filtration system to service the control room during the modification period.

Because of questions raised during an engineering review of vendor information regarding capability of the temporary filtration sytem to remove iodine above 70% humidity, FPL intends to equip the system with an electric heater for the purpose of humidity control to provide additional assurance that the temporary filtration system as discussed in the NSHE will perform at the required levels of efficiency under Turkey Point site environmental conditions. The electric heater, which will be installed at the fresh air intake to the temporary filter unit (See the attached figure), will ensure that the iodine removal efficiency of the downstream charcoal adsorber will be maintained at acceptable levels during periods of high humidity. The electric heater will be designed for automatic operation with a relative humidity sensing device and control circuit set to energize the heater when the air relative humidity exceeds 70 percent.

Under normal conditions, power to the electric heater will be supplied from an existing non-vital plant bus. However, to ensure operability of the heater under loss of offsite power conditions, a dedicated, non-safety grade portable diesel generator will be available to serve as a backup source of power which will start automatically on low voltage to the bus feeding the heater. This backup diesel generator will be capable of continuous operation for up to 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> without refueling. Under accident conditions, operation of the backup diesel generator and the temporary system heater for 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> is sufficient to ensure acceptable performance of the charcoal adsorber to maintain the control room operators exposure dose to within GDC-I9.limits.

Operability of these components and their associated actuation and control circuitry will be demonstrated by appropriate functional testing prior to use. Therefore, this design enhancement will not alter the conclusions of the NSHE provided in our August 25, I 986 submittal.
