Re: Turkey Point Units 3 8 4 Oocket No. 50-250 8 50-251 Supplement 1 to NUREG 0737 (Generic Letter 82-33)-

Emergency Offsite Facility .

Our letter L-83-237 dated April 15, 1983 transmitted our response to Supplement 1 of NUREG 0737. We noted in that response that we were unable to provide an operability date for the Emergency Offsite Facility (EOF) prior'to NRC approval of our request to locate the EOF greater than 20 miles from the plant site. We have subsequently received your letter dated April 29, 1983

~ granting that approval.

Therefore, we are able to state that the Turkey Point Unit 3 5 4 EOF is operational, with the following exceptions:

1) Plant procedure 1212, "Activation and Use of the EOF (Turkey Point)"

must be revised and reissued. This will be ccmplete by June 1, 1983.

2) In accordance with NRC direction on EOFs greater than 20 miles from the site, we have provided working space for the NRC at the site.

Communications between this facility, the Nearsite Support Center (NSC), and the EOF are available by Southern Bell phone lines.

However, dedicated phone lines at the NSC and the EOF for the Emergency Notification System (ENS) and the Health Physi cs Network (HPN) must be ordered by the NRC. The installation and our operational ccmmi tments for the ENS and HPN are dependent upon NRC action in this area.
