Re: Turkey Point Units 3 8 4 Docket Nos. 50-250 8 50-251 Emergency Procedures and Training For Station Blackout Events Florida Power 8 Light has reviewed the NRC letter dated August 26, 1981 concerning Station Blackout. We are continuing to work with the Westinghouse Owner's Group regarding preparation of emergency procedures and training for station blackout events.

While this work is underway, however, we will take additional actions at Turkey Point to address this issue. We have issued a training report to all licensed operators which describes the availability of alternative AC power sources on the site. These sources can be used to supply vital loads in the event of the loss of all normal AC power sources. The training report covers the following items:

1. systems which are lost due to station blackout,
2. prompt operator actions which are required,
3. availability and'apacity of alternative power sources,
4. general method for connecting alternative power supplies.

In addition to the issuance of the training report, a lecture segment on Plant Blackout will be presented to each operating shift during the six week requalification cycle which is scheduled to begin September 28, 1981. This lecture segment will familiarize the operator with the actions required in the event of a station blackout including necessary pal breaker lineups. 5
