Re: Turkey Point Units 3 8 4 Docket Nos. 50-250 8 50-251 Limitin Conditions For 0 eration As discussed in our letter L-80-157, the changes to the Turkey Point Units 3 8 4 Technical Specifications were reviewed by the Plant Nuclear Safety Committee. During the course of the review, however, the changes as written proved, to be unacceptable. The Turkey Point Technical Specifications are considerably different from the Standard Technical Specifications and incorporation of the NRC proposed changes is quite complicated. Every existing specification will need to be carefully reviewed to determine the applicability of the proposed Standard Technical Specifications 3.0.3 and 3.0.5. Also, the effect of shared systems at Turkey Point will need to be investigated.

We feel that we have been operating in a manner that meets the intent of the proposed changes and,,wil.l continue to do so. However, in order to incorporate these changes into our present Technical Specifications more time is required. We anticipate submittal of these changes on or before August 1, 1980.
