'I AlTACHmNT Re: RII:AHJ 50-250/79-07 50-251/79-07 Findinci As required by 10 CFR 50, Appendix B, Criterion IX, measures shall be established to assure that special processes, including welding, heat treating, and nondestructive testing, are controlled and accomplished by qualified personnel using qualified procedures in accordance with applicable codes, standards, specifications, criteria, and other special requirements.

FP&L Topical guality Assurance Report, Section 9.0 identifies leak testing as a special process. guality Procedure 9.2 requires that personnel performing special processes be certified and certification be maintained current.

Contrary to the above, local leak rate testing during the period of December, 1978 through February, 1979 was performed by uncertified personnel.

~Res ense Corrective action was taken to certify the individuals who performed local leak rate tests during the period December, 1978 through February, 1979.

Compliance was achieved by this certification, which was completed on March 2, 1979.

To prevent recurrence and to be consistent with established industry practices, we intend to delete leak testing from the Turkey Point designation of special processes.
