Report of Unusual Event of March 31, 1983 at Ginna,
" Contaminated Injury to Hospital"
Dear Mr. 9avnes:
This letter is to confirm our conversation with Mr. Walter Baunack, NRC Resident Inspector, and our recort of Unusual Event to the NRC via telephone to Region I of March 31, 1983.
During the early morning hours of Thursday, March 31, 1983, one of our Healtt Physics Technicians, Mr. Ramon Garcia, was following through the assignment to install a Radiation Monitor on the Refueling Bridge of the Manioulator Crane in preparation for Refueling Goeration, above the drv Reactor Cavity.
The Manipulator Crane was located at the South end of the Reactor cavity against its South travel stops above the Fuel Transfer Mechanism Uoender.
During the performance of this task Mr. Garcia fell, unbeknown to others, to the bottom of the Reactor Cavity floor approximately forty feet below.
Mr. Garcia was found by one of our Fire Watches between 0656 and 0702 hours0.00813 days <br />0.195 hours <br />0.00116 weeks <br />2.67111e-4 months <br /> who gave information to one of our Security Guards with subcequent notification to the Control Room.
The Medical Emergency Team was activated to provide necessary helo to Mr. Garcia.
An ambulance and the Plant Medical Puysician were summoned.
Mr. Garcia was placed on a stretcher and removed from the Reactor Cavity for transportation to the hospital via ambulance.
The present report from the hosoital is that Mr. Garcia has a collapsed lung, broken ribs, broken leq, internal bleeding, and spinal injury.
His condition is serious.

Page 3 Mr. Gat ia was found on the Fuel Transfer mechanism where the dose rates'were from 100 to 200 mrem /Hr.
After he was removed from the area his self reading pocket dosimeter indicated he had received 170 mR.
Film badge and TLD readings will be processed to verify'this dose but the 170 mR is consistent with the estimated stay time ~and dose rate.
The contamination levels in the area 6
2 were very high (>'10 OPM/100 cm ).
Air samples taken during theremovalindicagedairbornecontaminationlevelsat approximately 25% of MPC for Co6 the only isotope identifiable on the air sample.
Nose smears indicated minor contamination so no significant internal contamination is suspected.
Surface contamination levels were in the range of 200 CPM on the neck to 14,000 CPM on the head to 20,000 CPM on the leg.
Contamination.was confined to small localized-areas.
Decontamination was performed in the Hospital Radiation Emergency area and the patient was then transported to the normal emergency wing of the hospital.
