ER 83-006/01, Intake Structure Blockage due to Buildup of Frazil Ice.
This letter is to confirm our conversation of Wursdary, January 20, 1983 reporting Licesnee Event Report, LER 83-006/01 to your Senior Resident Inspector, At @ proximately 0355 an alarm was received in the Control Pom indicating a low screenhouse water level of @ proximately 20 feet (normal level approx. 25 feet).
In accordance with plant procedures, the operatpr began a power reduction, opened the recirculating valve allowing discharged circulating water to enter tne screenhouse forebay, and secured one circulating water pump.
Smetime after 0500 the water level in the screenhoise dropped below 12'3"; tne point at whien both fire pumps would lose suction.
Rus, the fire suppression water system was inoperable arri as per T.S.
3.14.2.2b, a prompt rutification is required.
By 0843 the screenhouse water level had returned above 12'3" and remained above that level for the duration of tne 6ay.
We fire pumps were tested and deemed operable at 1130.
We screenhouse level was always maintained above the suction to the service water pumps and at no time was the service water system oJmpromised.
In a3dition, the opening of the recirculating gate valve resulted in an increase in screenhouse water temperature.
We maximum temperature recorded was 89'F.
Readings in excess of 80*F were recorded for approximately a one hour duration.
80*F is the design nunber used for the service water system and serves as a basis for accident analyses in the safety analysis report.
