RESPONSE REQUIREMENTS FOR REQUEST FOR INFORMATION PURSUANT TO TITLE 10 OF THE CODE OF FEDERAL REGULA T/ONS 50.54(f) REGARDING FLOODING HAZARD INTEGRATED ASSESSMENTS FOR RECOMMENDATION 2.1 OF THE NEAR-TERM TASK FORCE REVIEW OF INSIGHTS FROM THE FUKUSHIMA DAl-ICHI ACCIDENT The U. S. Nuclear Regulatory Commission (NRC) is in the process of evaluating its approach to address Near-Term Task Force (NTTF) Recommendation 2.1, flooding. Therefore, the NRC is deferring, until further notice, the due date for licensees to respond to the request for Integrated Assessment Reports. This deferral is due to the staff's ongoing effort to respond to the Commission's direction in the Staff Requirements Memorandum (SRM) to COMSECY-14-0037, "Integration of Mitigating Strategies for Beyond-Design-Basis External Events and the Reevaluation of Flooding Hazards," issued on March 30, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15089A236).
BACKGROUND On March 12, 2012, the NRC issued a request for information pursuant to Title 10 of the Code of Federal Regulations, Part 50, Section 50.54(f) (hereafter referred to as the 50.54(f) letter).
The purpose of that request was to gather sufficient information to enable the NRC staff to determine whether nuclear plant licenses should be modified, suspended, or revoked. of the 50.54(f) letter, "Required Response," Item 3, requests that Integrated Assessment Reports be submitted within 2 years following the submittal of a flood hazard reevaluation report (FHRR). Subsequently, by letter dated November 21, 2014 (ADAMS Accession No. ML14303A465), the NRC extended the due date for the submittal of the Integrated Assessment Report for those sites which are required to submit an Integrated Assessment Report and had submitted an FHRR prior to June 2013. The relevant sites were given an additional 6 months to provide the requested Integrated Assessment Report.
Therefore, the requirements for submitting an integrated assessment was established as 2 years and 6 months from the date of the FHRR for those sites that submitted an FHRR prior to June 2013, and 2 years from the date of the FHRR for all other sites.
On March 30, 2015, the Commission issued an SRM in response to COMSECY-14-0037. The SRM stated that "the staff should reassess the guidance developed for the Phase 1 integrated assessments," and provided several criteria that the guidance should consider. The SRM further stated that "the NRC staff should proceed expeditiously to clearly define the steps needed to complete our actions in response to NTTF Recommendation 2.1 for flooding and, within 3 months of the date of the SRM for COMSECY-14-0037, provide a plan for achieving closure of this recommendation to the Commission for review and approval." The NRC staff is in the process of developing the plan for closure of NTTF Recommendation 2.1 for flooding. The plan will be provided to the Commission on June 30, 2015, for its review and approval and subsequently will be released to public.
DEFERRAL OF INFORMATION REQUEST Based on the above considerations, the staff is deferring, until further notice, the date for submitting the Integrated Assessment Reports. The NRC expects to provide additional clarification and schedule information as the staff develops and implements the closure plan for the NTTF Recommendation 2.1 reviews.
