By [[letter::L-2010-101, Comment (1) of Larry Nicholson, on Behalf of Florida Power & Light Co., on Proposed NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants; Branch Technical Position (BTP) 7-19, Guidance for .|letter dated May 25, 2010]], NextEra Energy Seabrook, LLC (NextEra) submitted an application for review by the U.S. Nuclear Regulatory Commission (NRC, the staff), pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, to renew Operating License No. NPF-86 for Seabrook Station, Unit 1 (Seabrook). This letter is to inform you of a change in the safety and environmental review schedules for the Seabrook license renewal review.

By letter dated September 11, 2014, the staff notified NextEra of the revised safety review schedule and established new dates for the proposed second Advisory Committee on Reactor Safeguards (ACRS) Subcommittee Meeting regarding alkali-silica reaction (ASR) at Seabrook, the issuance of the final Safety Evaluation Report (SER), and the ACRS full committee meeting.

The scheduled date for the second ACRS Subcommittee meeting is being revised from June 2015 to December 2015; the scheduled date for the issuance of the final SER is being revised from November 2015 to May 2016; and the scheduled date for the ACRS full committee meeting is being revised from January 2016 to July 2016. The delays in these critical license renewal activities have also delayed the scheduled decision regarding the renewed license for Seabrook from March 2016 to September 2016.

The staff notes that to complete all necessary safety review milestones (i.e., issue the final SER and conduct the ACRS full committee meeting) to support the September 2016 final decision on the renewed license for Seabrook, NextEra needs to resolve all technical issues associated with ASR. After receipt of your response regarding the unresolved ASR technical issues, the staff will review the response, determine if there is reasonable assurance that the safety concern(s) and aging management issue(s) are addressed, and then document the final determination in the SER. The completeness and quality of your response is essential to maintain the revised schedule, and any delay or incomplete response could result in additional schedule revisions, with the potential of leaving milestone schedule dates as to be determined.
