Dear Mr. Curtland:

By [[letter::L-2010-101, Comment (1) of Larry Nicholson, on Behalf of Florida Power & Light Co., on Proposed NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants; Branch Technical Position (BTP) 7-19, Guidance for .|letter dated May 25, 2010]], NextEra Energy Seabrook, LLC (NextEra or the applicant) submitted an application for renewal of Facility Operating License NPF-86 for the Seabrook Station (Seabrook), Unit 1. The U.S. Nuclear Regulatory Commission (NRC) staff is currently reviewing this license renewal application (LRA) in accordance with the guidance in NUREG-1800, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants.

In order to improve the efficiency of the NRC staffs safety review of the LRA, NextEra and the NRC staff have discussed the use of an online reference portal that would allow the NRC staff and associated contractors limited, read-only access to the basis documents and other reference materials cited in the LRA. The online reference portal would allow the NRC staff to audit basis documents to determine whether the information contained in the documents supports the LRA. In cases where the NRC staff identifies documents as necessary for its analysis of the LRA or its development of the Safety Evaluation Report, the NRC staff will formally request those documents to be submitted on the docket.

The use of the online reference portal will be in accordance with the following restrictions:

The online reference portal will be password-protected, and passwords will be distributed to NRC staff members and contractors directly involved in the Seabrook, Unit 1, LRA review on a need-to-know basis; The online reference portal will not support any printing, saving, or downloading functions; NRC staff members and contractors given password access to the online reference portal will be informed of the conditions of use of the online reference portal by NRC Project Managers; and The conditions associated with the online reference portal will be maintained throughout its use during the Seabrook, Unit 1, LRA review process.

Documents posted to the online reference portal will be limited to basis and other reference material cited in the LRA, unless otherwise agreed upon by NextEra and NRC management.
