SCHEDULE REVISION FOR THE SAFETY REVIEW OF THE SEABROOK STATION LICENSE RENEWAL APPLICATION (TAC NO. ME4028)

Dear Mr. Freeman:

By letter dated May 25, 2010, NextEra Energy Seabrook, LLC (NextEra) submitted an application pursuant to Title 10 of the Code of Federal Regulations Part 54, to renew the Operating License NPF-86 for Seabrook Station, Unit 1 (Seabrook) for review by the U.S. Nuclear Regulatory Commission (NRC or the staff). By letter dated April 14, 2011, NextEra provided responses to staff requests for additional information (RAls) related to the aging management of the alkali-silica reaction (ASR) affected structures. Based on this RAI response, the staff notes that the analysis of the ASR issue is ongoing. Specifically, NextEra provided a schedule to complete an engineering evaluation of the ASR of concrete at Seabrook in March 2012. NextEra noted that the content of the evaluation will include: discussion of degradation mechanisms in concrete, identification of areas susceptible to ASR, results of in-situ testing of concrete and impact on current licensing basis calculations and analyses, results of lab testing to establish ASR degradation rates in concrete, and mitigation techniques.

In addition, NextEra plans to update the structures monitoring program, as appropriate, to manage aging related to ASR in concrete structures based on the engineering evaluation results.

Since NextEra has delayed providing aging management programs that include the evaluation of ASR, the NRC is revising the review schedule. The staff is revising the proposed license renewal schedule so that the staff can complete a thorough review of NextEra's aging management programs for the ASR-affected structures. This change to the schedule has been discussed with Rich Cliche of your staff. Enclosed is the staff's revised review schedule for the Seabrook license renewal application. You will note that environmental review milestone dates remain on schedule.
