BEFORE THE UNITED STATES NUCLEAR REGULATORY COMMISSION Application of SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS & ELECTRIC COMPANY for a Class 104(b) License to Acquire, DOCKET NO. 50-206 Possess, and Use a Utilization Facility as Part of Unit No. 1 of the San Onofre Nuclear Amendment No. 97 Generating Station SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS

& ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment No. 97.

This amendment consists of Proposed Change No. 102 to the Technical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendix A.

Proposed Change No. 102 is a request to revise the Technical Specifications to provide reasonable assurance that operation of San Onofre Unit 1 is maintained within the limits determined acceptable following the implementation of Category "A" items prescribed in the TMI-2 Lessons Learned program.

In addition, license conditions are added which relate to a system integrity measurements program, an improved iodine measurement capability, and a backup method for determining subcooled margin of the reactor coolant system.

-2 In the event of conflict, the information in this Amendment No. 97 supersedes the information previously submi tted.

Accordingly, it is concluded that (1) the proposed change does not involve an unreviewed safety question as defined in 10 CFR 50.59, nor does it present significant hazards considerations not described or implicit in the Final Safety Analysis, and (2) there is a reasonable assurance that the health and safety of the public will not be endangered by the proposed change.

Proposed Change No. 102, submitted as Amendment No.

97, is determined to be exempt from fee.

The basis for this determination is that this proposed change is consistent with the guidance provided by the NRC staff in the July 2, 1980 letter from D. G. Eisenhut to all pressurized water reactor licensees.

The NRC staff has determined that such an amendment is in the public interest and is exempt from fee per 10 CFR 170.11.

Accordingly, no fee is remitted herewith.
