Docket No. 50-206 Amendment No. 97 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment No. 97 in Docket No. 50-206. Amendment No. 97 consists of Proposed Change No. 102 to the Technical Specifications incorporated into Provisional Operating License No. DPR-13 as Appendix A.

Proposed Change No. 102 is a request to revise the Technical Specifications to provide reasonable assurance that operation of San Onofre Unit 1 is maintained in accordance with the requirements of the Category "A" items prescribed in the TMI-2 Lessons Learned program. Guidance for Proposed Change No. 102 was provided by the NRC staff in a letter from D. G. Eisenhut to all pressurized water reactor licensees dated July 2, 1980.

In order to fully implement Proposed Change No. 102, it is also required that certain previously submitted Proposed Changes to the Technical Specifications be approved in part or entirely. In addition, one previously submitted Proposed Change to the Technical Specifications is superseded by Proposed Change No. 102. Therefore, actions should also be taken concurrently with approval of Proposed Change No. 102 as follows:

1. Proposed Change No. 83 includes a definition for "Frequency Notation" and adds Table 1.1 to the Technical Specifications. These portions of Proposed Change No. 83 should be issued with the addition of the notation "BW" as indicated in Proposed Change No. 102.
2. Proposed Change No. 87 is superseded in its entirety by Proposed Change No. 102.

Item 20 (page 1) and paragraph 2 (page 3) of Proposed Change No. 90 should be deleted, as both are superseded by new Technical Specification 4.1.8 of Proposed Change No. 102.

4. Proposed Change No. 93 should be issued in its entirety since Proposed Change No. 102 makes use of the definition of "Operability" and the requirements of Technical Specification 3.0 which are added by Proposed Change No. 93.
5. Proposed Change No. 96 includes new definitions for the operational modes consistent with those of the Standard Technical Specifica tions. This portion of Proposed Change No. 96 should be issued since Proposed Change No. 102 makes use of the operational mode definitions which are added by Proposed Change No. 96.

As authorized in the July 2, 1980 letter from D. G. Eisenhut to all pressurized water reactor licensees, Proposed Change No. 102 is exempt from licensing fees.
