For those items in Enclosure 1, we were requested to provide information which would define the implementation date of those items which are complete or the anticipated implementation date of those items not yet complete. If the anticipated implementation date is beyond those identified in NUREG-0737, we are to provide:

(a) justification for propsed schedule, (b) demonstration of need for proposed schedule, and (c) description of compensatory measures being taken in the interim. provided those items for which no response is required because (1) the scheduled date has been specified by rulemaking or separate Commission action, (2) licensee submittals have been received and are under review, or (3) the item is complete for all applicable plants.

The purpose of this correspondence is to advise you of the status of each of. the requirements listed in Enclosure 1 to Reference 1. The following information will clarify our position on each of these items:

Item I.A.3.1, Simulator Exams - Reference 2 responded to your letter of August 7, 1981 by providing a schedule of our examinations for the remainder of 1981 and all of 1982.

The schedule included the simulator examinations, written examinations, and the walk through necessary to complete the examinations. There are no changes anticipated to this schedule.

Item II.B.2, Plant Shielding - The response to NUREG-0578, Item 2.1.6.b provided in Reference 3 outlined our design review of plant shielding. The bulk of the modification are complete with the remainder scheduled to be completed during the current outage.

The modifications have been designed and installed in accordance with the assumptions made in the design review and therefore the figures in Appendix 2 to Reference 3 which illustrate the expected dose rates after the shielding additions are still accurate. The modifications are expected to be complete by the end of the current outage.

April 16, 1982 Item II.B.3, Post Accident Sampling - Reference 4 provided a system description of the post-accident sampling system being installed at San Onofre Unit 1. Reference 13 informed you that this modification would be completed during the current outage. Reference 6 provided our response to your letter of Janhuary 19, 1982 and detailed our plans to expand our post-accident sampling system to include in-line chloride and oxygen monitoring equipment.

Although the equipment will not be installed until the 1983 refueling outage the existing diluted grab sample capability will provide the necessary monitoring of post accident primary coolant chloride concentration. There will be a lack of accuracy at low chloride concentrations (i.e. < 1 ppm Cl),

but we will have the ability to assess the post-accident primary coolant chloride concentration time history.

Item II.B.4, Training for Mitigating Core Damage - Reference 6 provided you with our expected completion date for our training in response to this item. We stated that the training would be complete by February 10, 1982 and it was completed by that date.

Item II.E.1.2, Auxiliary Feedwater Initiation and Flow Indication References 8 and 9 provided our schedule for replacement of the remaining non-safety-grade electrical and mechanical components in the auxiliary feedwater initiation and flow indication system. The safety grade replacements for the three commercial grade relays are on-site and scheduled for installation during our current steam generator inspection outage. The safety-grade replacements for the commercial grade ammeter and commercial grade transducer were reordered and have not yet been received. The presently installed commercial grade components are isolated from the safety related circuitry and, until the safety grade components are installed, should not present any safety hazard to any other components in cabinet C71.

The presence of this non-safety-grade equipment in the control circuitry will not interfere with the operability of the AFWS.

Item II.E.4.2, Containment Isolation Dependability - Reference 10 provided your evaluation and conclusion that Part 5 of this item was resolved for San Onofre Unit 1. With regard to Part 7, Reference 11 provided our response to an NRC Interim Position which included our statement that the containment purge and vent valves will automatically close on receipt of an isolaltion signal from any one of the following:

(1) high containment pressure (2) high containment radiation, or (3) safety injection actuations.

Item II.F.1, Accident Monitoring - Reference 12 provided the status of our modifications and our position with regard to Attachments 1 and 2 to this NUREG-0737 requirement. Reference 13 provided you with the status of the modifications in response to Attachments 3 through 6 and stated that they will be completed during the current outage.
