Amendment No. 88 Generating Station SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS &

ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment No. 88.

This amendment consists of Proposed Change Nos. 86, 87, 88 and 90 to the Technical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendices A and B.

Proposed Change No. 86 is a request to delete Technical Specification 3.1.2a(l)A, "Plankton Studies" from the Appendix B Environmental Technical Specifications.

Proposed Change No. 87 is a request to revise Section 4.4.E, "Auxiliary Feedwater System", of the Appendix A Technical Specifications.

Proposed Change No. 88 is a request to revise Technical Specification 3.5.2, "Control Group Insertion Limits", of the Appendix A Technical Specifications to allow San Onofre Unit 1 to be operated as described in the supporting report, "Reload Safety Evaluation, San Onofre Nuclear Generating Station, Unit 1, Cycle 8, January, 1980."

-2 Proposed Change No. 90 is a request to (1) revise the definition of Containment Integrity as contained in Section 1.0 of the Appendix A Technical Specifications; (2) add requirements for calibration and testing of Auxiliary Feedwater Flow and Condensate Tank level instrumentation in Table 4.1.1 of Section 4.1 of the Appendix A Technical Specifications, and; (3) revise the requirements for the containment isolation system design in Section 5.2 of the Appendix A Technical Specifications.

In the event of conflict, the information in this Amendment No. 88 supersedes the information previously submitted.

Accordingly, it is concluded that (1) the proposed change does not involve an unreviewed safety question as defined in 10CFR50.59, nor does it present significant hazards considerations not described or implicit in the Final Safety Analysis, and (2) there is a reasonable assurance that the health and safety of the public will not be endangered by the proposed change.

Pursuant to 10 CFR 170.22, Proposed Change Nos. 86, 87, 88 and 90 submitted as Amendment No. 88, are determined to be Class III changes. The basis for this determination is that each proposed change involves a single safety issue (Proposed Change Nos. 87 and 90 are based on NRC requirements established following the Three Mile Island accident and are separated for convenience) and is deemed not to involve a significant hazards consideration. As indicated in the document entitled, "Guidance for Assessing the Proper Licensing Fee" which was transmitted by letter dated July 12, 1979, when a single amendment contains no more than three Class III safety issues they will be assessed as separate Class III fee types and not as a Class IV fee.
