Docket No. 50-206 Provisional Operating License No. DPR-13 Responses to NRC Requirements Related to the Three Mile Island Accident San Onofre Nuclear Generating Station Unit 1 Your letter dated September 13, 1979 sets forth NRC requirements established to date following the Three Mile Island accident. Requirements have been established in the following areas:

(1) licensee emergency preparedness, (2) operator licensing, (3) bulletins and orders followup (primarily in the areas of auxiliary feedwater systems reliability, loss of feedwater and small break loss-of coolant accident analysis, and emergency operating guidelines and procedures), and (4) Short-Term Lessons Learned (NUREG-0578).

You requested that we submit within 30 days of receipt of your letter our commitments to implement the actions con tained in NUREG-0578, as modified and/or supplemented by Items (a) through (f) of your letter and Enclosure 7 thereto.

Submitted herewith is the report entitled "Responses to NRC Requirements Established To Date Following the Three Mile Island Accident, San Onofre Nuclear Generating Station, Unit 1, October, 1979".

In accordance with your September 13, 1979 letter, our commitments 'to each of the actions in NUREG-0578, as modified and/or supplemented by Items (a) through (f) of your letter and Enclosure 7 thereto are contained in the enclosed report. Forty additional copies of the enclosed report will be submitted separately by October 22, 1979.

-2 The organization of the enclosed report is such that each action required by the NRC is stated followed by our response. In each response, a schedule for implementation of the commitment has been established as follows:

1. Those actions required by the NRC to be implemented by January 1, 1980 will be completed during the first outage of sufficient duration following completion of engineering and procurement, or during the refueling outage now scheduled for March-April, 1980. Engineering and procurement activities for these actions are included in Appendix 2 of the enclosed report.
2. Those actions required by the NRC to be implemented by January 1, 1981 will be completed during the first outage of sufficient duration following engineering and procurement, or during the refueling outage now scheduled for September Octobegj 1981. Engineering and procuremenft activities for these actions are included in Appendix 2 of the enclosed report.
3. Those actions which are expected to be affected by potential modifications identified by Systematic Evaluation Program (SEP) topic reviews of station design and operation will be deferred pending completion of the integrated assessment in connection with the SEP.

The basis for deferral is discussed in each applicable response of the enclosed report.

The implementation schedules discussed in Items 1 and 2 above are based on (1) engineering and craft labor resources availability, (2) material availability, and (3) construction time and outage availability. These schedules may be affected by typical design, procurement, construction and installation limitations generally encountered during modification activities of this nature, and any changes in the commitments contained in the enclosed report.

Since we have initiated the activities required to implement the commitments not deferred to the SEP, it is respectfully requested that you review the enclosed rqport and take appropriate acti o asonn as possi5L.

Early NPC review and approval will allow us to implement the commitments contained in the enclosed report in a timely manner. Accordingly, we are prepared to meet with members of your staff to facilitate their review of the enclosed report.
