Docket Nos. 50-361 and 50-362 San Onofre Nuclear. Generating Station Units 2 and 3 Enclosed are sixty-three copies of Amendment No. 18 to the Final Safety Analysis Report (FSAR) for the San Onofre Nuclear Generating Station, Units 2 and 3 Operating License Applications.

This amendment contains responses to several "open items", responses to additional questions and positions transmitted to SCE by NRC letter dated December 21, 1979, and miscellaneous corrections, clarifications and additions to FSAR information.

In order to facilitate your review of this amendment, Enclosure 1 identifies revisions of the FSAR which are non-question related.

Also enclosed are forty copies of Amendment No. 3 to the "Fire Hazards Analysis and Comparison with Appendix A of NRC Branch Technical Position 9.5-1, October, 1977."

Amendment No. 3 to the Fire Hazards Analysis consists of changes in response to the questions forwarded by the NRC's letter of October 29, 1979 and changes that amplify, update, or clarify.the discussion.

Direct distribution of Amendment 18 to the FSAR and Amendment No. 3 to the Fire Hazards Analysis will be made in accordance with the service list provided by SCE's letter of October 29, 1979 to the Commission. An affidavit attesting to the fact that distribution has been completed will be provided within ten days of amendment docketing.
