Licensing of San Onofre Nuclear Generation Stations 2 We, the undersigned, petition the Commissioners to the Nuclear Regulatory Commission. (NRC) to deny operating licenses for San Onofre Nuclear Generating Stations 2 and 3.

These plants were originally..licensed for construction by the NRC with supporting data from the 1973 Rasmussen Report (WASH 1400).

Recent rejection of this report by the NRC places the safety of the reactors and associated equipment in further doubt.

The location of the plants in close proximity to an active earthquake fault magnifies the danger to nearby large population centers. The evacuation plans for these areas are unworkable and unrealistic.

These safety considerations and the unresolved problem of per manent and terminal disposition of high-level radioactive waste argue for a denial of an operating license to these plants.

I also stated my understanding that no license had been issued at that time.

I have subsequently been advised that my understanding regarding the issuance of a special nuclear material license was in error.

In fact, on January 2, 1979, the Commission issued License No.

SNM-1844 to the applicants, under Docket No. 70-2882, authorizing thepossession of approximately 20 grams of U-235 in fission chambers. A copy of this license is enclosed for your information.

Enclosed -lease find copy of my 1975 letter to you requesting inTor mations necessary to the function of the responsibilities of the Eva.cuation and Emergency Planning Committee of the State of California San Onofre State Park Citizens Advisory Planning Commission.

We need, immediately, ime and distance parameters for emergency plan ning.

Three lile Isl nd axperience has shown that we who are respon sible for protection the lives of many citizens cannot be satisfied with assurances that accidents more serious than the design-basis accident are not cre.ble.

Feasibility of evacuation is dependent on time and Astance constraints.

How long would we have, in a most serious accident, to evacuate our populations of various distance areas?

How far must we evacuate them, and how long must they be restrained from returning to the contaminated area?

Please provide assessments based on various scenarios of wind and weather, in the geographic conditions of San Onofre area, in the event of most saricus accidents, whether or not you consider them credible.

This information is necessary for our creation of a feasible evacuation plan, as is information of the possible nuclides and radiation types which might be released, and information of effective measures to pro tect people from them.

We now have only a response plan which details the assignments of the manpower and equipmeht available to us.

Also, I refer to Atomic Licensing Appeals Board decision 243 88 AEC 957 which affirmed the interveners' contention that there were not adequate roadways for timely evacuation, but di not consider the defect serious enough to deny the construction perr~iit, noting, "other roads through Camp Pendleton are available; if widened, properly surfaced and clearly marked, they could be used for evacuation purposes."

Under your current regulations do you require the utility companies to provide such roadways before licensing of Units II and III?

If

not, now do you propose that we provide them?

Why do you allow San Onofre Unit I to operate inspite of the Board decision?

1975 testimony before our California State Energy Ccmmissi-n indicated that federal studies of "clume behavior" were expected to be completed in several years.

Have they been completed?

Where may we have access to the reports Of tne study?

This is a request for information necessary to the function of the responsibilities of the Evacuation and Emergency Planning Committee of the San Onorre State Park Citizens Advisory Comm iSSion.

As the Citizens Advisory Commission is anointed by the Director of the California State Parks and Recreation Department, our recommendations for evacuation and emergency planning are to be made to Director H-erbert Rhoades, and the information we -ather has thus-far been obtained from our local and area parks officials and from the public records.

This data is inadeauate to the extent that it is impossible for us to carry out our assignment.

Ve ask your clarification oI essentials.

First, I have made a detailed review of the document titled, E-vacuation Plan for Area Surrounding.San Onofre Nuclear Generating Station" which is the beginning of evacuation planning f or the area.

  • Ye find no time parameters, and both the state narks department officials responsible for our local evacuation inout to the"-lan" say there are none in writing, that they have only scant verbal estimates from the utility officials.

Second, the verbal estimates. on which the "plan" was based are tremen dusly at variance vithn estimates given in testimony before the AEC in contruction.permit. hearings, by both Edison Co's witness, evacuation expert Sneppard, and by AEC Lead Safety Enaineer John Sears:

1. Mr. Ronald Hanshew, executive.orficer of our local state arks area,said the nlan is -redicated on the understanding from the utility officials that Intersta-e t north would be available for evacuation of the Parcel One (north beach) -o-ulations, that "it would not be necessary to evacuate San Clemente".
2. She7nard's AEC tearing test:7ony was to the contrary: that Interstate 5 would be full of San Clemente evacuees, thus could not be used by the north beach area populations.

based on tynical wind velocity and assuming the vinds constant, and also assumine that the accident which caused release of radioactivity from the niant,(ie: aircraft m.act, earthquake, sabotage or enemy attack) had simultaneously knocked out the iodine removal spray systems, was that there.uld be 45 minutes in which to evacuate the children of Concordia School three miles from the plant, and that at 15 miles the people must be evacuated from a six mile width of the plume of radiation. His sssessment allows 15 minutes for the first mile...not for the few hundreds o: feet or yards in which beach goers and surfers must be evacuated.

4. Paul Muspratt, responsible for evacuation planning for the state parks in the southern California area, told us he has communicat d to his superiors his assessment that "there is no way can get the people off those benches and out of the ocean and
