20555 Gentlemen:

Subject:

Docket No. 50-206 NUREG-0737 Action Plan Item II.E.1.2 Auxiliary Feedwater System Automatic Initiation and Flow Indication San Onofre Nuclear Generating Station Unit 1

Reference:

1. Letter, K. P. Baskin (SCE) to D. M. Crutchfield (NRC),

Automatic Initiation of Auxiliary Feedwater System, April 29, 1980 On September 29, 1981, Mr. Stanley Nowicki of your staff requested that we provide a written commitment to meet the long term requirements of NUREG-0737 Item II.E.1.2; specifically, safety-grade auxiliary feedwater automatic initiation and flow indication system. By Reference 1, we provided a commitment to install safety-grade automatic auxiliary feedwater initiation and flow indication systems during an outage on or after January 1, 1981 (NUREG-0737 revised this date to July 1, 1981) to the extent possible within the constraints of safety-grade equipment availability. In fact, such systems were installed prior to the unit being returned tp power.from the last refueling/maintanence outage on June 15, 1981.

As of October 1, 1981, there remain five (5) non-safety-grade components in the auxiliary feedwater initiation and flow indication circuits. Exceptions to NUREG-0737 II.E.1.2 long term requirements, and our schedule for upgrading to safety-grade are listed below:

1. One (1) HFA and two (2) HGA commercial grade relays were installed in 480 V switchgear 1 and 3. These relays will be replaced with safety-grade components by the end of the planned steam generator inspection outage scheduled for 6 effective full power months from n

June 15, 1981.

2. One (1) commercial grade ammeter and one (1) commercial grade transducer were installed in cabinet C71 and 480 V switchgear 1, respectively. Safety-grade components were ordered and took approximately 8 months for delivery from date of purchase. Upon arrival, the transducer was found to be damaged.

The transducer will have to be reordered with an estimated delivery time of 8 months. The safety-grade components will be installed at the first outage of sufficient duration following receipt at the plant.

Very truly yours,
