Response to ACRS Plant License Renewal Subcommittee Request for Additional Briefing:

AmerGen Application for Renewed Operating License -Oyster Creek Generating Station (TAC No. MC7624)

Reference:

October 3, 2006 ACRS Subcommittee Review of Oyster Creek Generating Station License Renewal Application (LRA) and Associated NRC Draft Safety Evaluation Report On October 3, 2006, the Advisory Committee on Reactor Safeguards (ACRS) Plant License Renewal Subcommittee met with AmerGen and the NRC Staff to review AmerGen's application for a renewed operating license for the Oyster Creek Generating Station and the NRC's draft Safety Evaluation Report (SER) associated with that application.

In follow-up to this meeting, the Subcommittee requested that AmerGen and the Staff provide additional detailed information related to primary containment drywell corrosion, corrosion analysis, and associated margins. The Subcommittee further indicated that it plans to meet again to discuss these additional data and analyses. In order to meet the needs of the Subcommittee and allow it sufficient time to review information responsive to its request, AmerGen plans to begin providing the ACRS with detailed information by November 1, 2006 that will be responsive to questions raised at the October 3, 2006 Subcommittee meeting. Thereafter, AmerGen will provide the results of drywell shell ultrasonic tests and visual inspections to be performed during the current Oyster Creek refueling outage. These results will better clarify the current condition of the drywell shell, including shell thickness and margins to design minimum values. AmerGen plans to submit these outage results to the NRC staff and the ACRS Subcommittee by December 1, 2006. Thus, AmerGen requests that the next meeting with the ACRS Subcommittee be scheduled for January 2007.411+

October 25, 2006 Page 2 of 2 In accordance with the Agency's current schedule, the ACRS Full Committee is scheduled to review AmerGen's application and the NRC Staff's associated final SER during the February 1-3, 2007 ACRS meeting, subject to receiving the final SER on December 6, 2006. AmerGen plans to address any issues stemming from the January 2007 Subcommittee meeting during the February ACRS Full Committee meeting.Despite the sequence described above, I understand that this request may affect the timing for the Staff's issuance of the final SER and the conduct of the ACRS full committee meeting.
