Subject:

Readiness to Resume NRC Audits Associated with the Oyster Creek Generating Station License Renewal Application (TAC No. MC7624)

During the week of October 3, 2005, the NRC initiated an on-site audit of the Aging Management Programs (AMP) associated with AmerGen's License Renewal Application for the Oyster Creek Generating Station. The NRC staff did not complete its audit because of issues associated with aging management program basis documentation. The NRC requested AmerGen to evaluate the effort required to upgrade this documentation and notify the NRC when this information could be made available, such that the AMP audit could be concluded and the Aging Management Review (AMR) audit could be conducted.

AmerGen is committed to facilitate the success of the NRC audits and inspections associated with the Oyster Creek license renewal process. Consistent with that commitment, AmerGen has determined that it will have generated the necessary audit support documentation and be fully prepared for the NRC to conduct AMP and AMR audits by mid-January 2006. To provide further confidence that the audits will be successful, AmerGen will be providing upgraded program basis documents to the NRC staff prior to the resumption of the AMP audit. AmerGen will work with the NRC Project Manager to facilitate delivery of this information as it becomes available.

Based on discussions with NRC Staff and management, it was determined that the weeks of January 23, 2006 and February 13, 2006 are mutually acceptable dates for the NRC to perform the AMP and AMR audits, respectively. Also, based on discussions with the Staff, it appears that no changes to the key license renewal schedule milestones (i.e., 22 month schedule with no hearings; 30 month schedule with hearings) will be required, provided that the AMP and AMR audits discussed above are successfully conducted.
