MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN -

BEAVER VALLEY POWER STATION

Dear Mr. Pearce:

On July 29, 2003, the NRC staff completed its mid-cycle plant performance review of the Beaver Valley Power Station, Units 1 and 2 (Beaver Valley). The mid-cycle review for Beaver Valley involved the participation of all technical divisions in evaluating performance for the first half of the calendar year 2003 assessment cycle. The process included a review of performance indicators (PIs) for the most recent quarter and inspection results over the previous twelve months. The purpose of this letter is to inform you of our assessment of your safety performance and our plans for future inspections at your facility so that you will have an opportunity to prepare for these inspections and to inform us of any planned inspections that may conflict with your plant activities.

Plant performance for the most recent quarter was within the Regulatory Response Column of the NRCs Action Matrix based on one White inspection finding, having low to moderate safety significance, that affected the Emergency Preparedness cornerstone. The finding, which your staff identified, involved untimely emergency response staffing. Specifically, your organization was unable to staff twelve (12) radiation protection (RP) technician augmented positions during emergency call-out drills, as required by your Emergency Preparedness Plan (EPP), in a timely manner. The NRC concluded that there was no immediate safety concern due to the interim compensatory measures that were implemented by your staff, which included issuance of cell phones and pagers to RP technicians.

The enclosed inspection plan details the inspections scheduled through September 30, 2004.

The inspection plan is provided to minimize the resource impact on your staff, and to allow for scheduling conflicts and personnel availability to be resolved in advance of inspector arrival onsite. Routine resident inspections are not listed due to their ongoing and continuous nature.

The inspections in the last six months of the inspection plan are tentative and may be revised at the end-of-cycle review meeting. In addition to the reactor oversight program baseline inspections, the NRC intends to perform a supplemental inspection on November 3 - 7, 2003, to provide assurance that the root and contributing causes are understood, the extent of condition is identified, and the corrective actions taken are sufficient to prevent recurrence of the above-noted White inspection finding in the EP area.
