MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN -

BEAVER VALLEY UNITS 1 AND 2 (REPORT 05000334/2013006 AND 05000412/2013006)

Dear Mr. Larson:

On August 13, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed its mid-cycle performance review of Beaver Valley Power Station Units 1 and 2. The NRC reviewed the most recent quarterly performance indicators in addition to inspection results and enforcement actions from July 1, 2012 through June 30, 2013. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.

The NRC determined the performance at Beaver Valley Units 1 and 2 during the most recent quarter was within the Regulatory Response Column of the NRCs Reactor Oversight Process Action Matrix because of one or more greater-than-green Security Cornerstone inputs as described in inspection report 05000334/2012404 and 05000412/2012404 dated August 16, 2012. However, subsequent to the end of the assessment period, after reviewing Beaver Valley Units 1 and 2 performance in addressing the greater-than-green finding(s), the NRC concluded your actions met the objectives of the Inspection Procedure 95001, Supplemental Inspection of One or Two White Inputs in a Strategic Performance Area, as documented in supplemental inspection report 05000334/2013406 and 05000412/2013406, dated July 8, 2013. Therefore, in accordance with the guidance in Inspection Manual Chapter (IMC) 0305, Operating Reactor Assessment Program, the greater-than-green finding(s) are only considered in assessing plant performance for a total of four quarters. As a result, the NRC determined the performance at Beaver Valley Units 1 and 2 to be in the Licensee Response Column of the Reactor Oversight Process Action Matrix as of July 1, 2013.

Although plant performance is currently within the License Response Column of the Reactor Oversight Process Action Matrix, the NRC has not yet finalized the significance of one or more Security Cornerstone inputs identified in the 2nd Quarter of 2013, as documented in security inspection report 05000334/412-2013201. The final safety significance determination may affect the NRCs assessment of plant performance, retroactive to the 2nd Quarter of 2013, and the enclosed inspection plan. The enclosed inspection plan lists the inspections scheduled through December 31, 2014.

Routine inspections performed by resident inspectors are not included in the inspection plan. In addition to baseline inspections, the NRC will perform Temporary Instruction 2515/182, Review of the Implementation of the Industry Initiative to Control Degradation of Underground Piping and Tanks; Inspection Procedure 60854.1, Pre-operational Testing of Independent spent Fuel Storage Facility Installation at Operating Plants; Inspection Procedure 60855.1, Operation of an Independent Spent Fuel Storage Installation at Operating Plants; and Inspection Procedure 60856.1, Review of 10 CFR 72.212(b) Evaluations at Operating Plants. The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. This inspection plan does not include security-related inspections, which will be sent via separate, non-publicly available correspondence.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRC's document system (ADAMS).
