-UPDATE ASME XI CODE OF RECORD

Reference:

LRN-03-0499, Salem Generating Station - Unit I Third Ten-Year Inservice Inspection Interval Relief Request S1-13-RR-A13, dated December 12, 2003 Federal Register (Notice 66 FR 40626) amended 10CFR50.55a(g) and revised the requirements for inservice inspection (ISI) of nuclear power plant components by permitting the use of ASME Boiler and Pressure Vessel Code,Section XI 1998 Edition up through and including 2000 Addenda. The second 10-year inspection interval for Salem Generating Station - Unit 2 ended November 27, 2003 (completion of 2R1 3). Inaccordance with 10CFR50.55a, the third 10-year inspection interval was prepared to meet the requirements of the NRC approved ASME Section XI Code in effect on November 27, 2002. This Code is the 1998 Edition up through and including the 2000 Addenda.

The current ISI Program for Salem Generating Station - Unit1 is based on ASME Section XI 1995 Edition up through and including 1996 Addenda. This letter is to inform you that the Code of record for Salem Generating Station - Unit 1 for the remainder of the third 10-year interval has been upgraded to the latest approved ASME Section Xl Code incorporated into 10CFR50.55a for ISI on all affected

-ASME Xl (Class 1,2 and 3) Subsections IWB, IWC, IWD and IWF systems, structures and components contained within Tables IWX-2500-1. This will make it easier for involved personnel to be familiar with ASME Xl code requirements, ensure a greater degree of implementation consistency, decrease costs associated with surveillance procedure revisions, reduce opportunities for inadvertent human errors due to differences between code requirements and lessen administrative burdens and complexities associated with maintaining multiple ISI Program Long Term Plans.

Document Control Desk 2 MdAR 2 4 2004 LR-N04-0130 PSEG will comply with 1998 Edition up through and including 2000 Addenda unless relief is requested in accordance with 10CFR5O.55a (a)(3). PSEG will comply with the following 10CFR50.55a imposed additional requirements for:

o Exam Category B-D, items B3.40, B3.60, B3.120 and B3.140 for the use of ASME 1998 Edition for the inspection of Nozzle Inner Radii.

o Exam Category B-G-2, item B7.80 for the use of ASME 1995 Edition to perform VT-1 of CRD housing bolts, studs and nuts when disassembled.

o Exam Category B-K, item B10.10 forthe use of ASME 1995 Edition to examine welded attachments on at least one vessel in each group.

ASME Xl Exam Categories B-F, B-J, C-F-1 and C-F-2 will be performed in accordance with Risk Informed Inservice Inspection (RI-ISI) of class I and 2 piping systems as approved by an NRC Safety Evaluation Report (SER) issued on October 27, 2003, for Salem Generating Station Units 1 &2.

ASME Xl Subsections IWE and IWL will continue to be performed in accordance with PSEG Nuclear's previously submitted and approved relief requests for IWE and IWL and the NRC's Safety Evaluation Reports (SER) (TAC MA6865, MA6866, and MA6867) for Salem Units 1 and 2 containment inspections.

ASME Xl Appendix Vil requirements will continue to be performed in accordance with ASME XI 1998 Edition up to and including the 2000 Addenda, as modified by 10CFR.50.55a final rulemaking.

Therefore, based on the above, PSEG requests that relief request SI-13-RR-A13 be withdrawn.
