Pursuant to 10 CFR 50.90, the Northern States Power Company, a Minnesota corporation (NSPM), doing business as Xcel Energy, requested in Reference 1 an amendment to the Monticello Nuclear Generating Plant (MNGP) Renewed Operating License (OL) and Technical Specifications to increase the maximum authorized power level from 1775 megawatts thermal (MWt) to 2004 MWt.

In a conference call on February 25, 2010 and re-iterated by the NRC in Reference 2, NSPM personnel stated that NSPM is not seeking NRC approval with the EPU License Amendment Request (LAR) for changes in the High Energy Line Break (HELB) analysis methods which resulted from corrective actions at Monticello Nuclear Generating Plant (MNGP). NSPM stated that changes in HELB analysis methods discussed in the EPU LAR and any required modifications (if necessary) are, or will be, reviewed using the 10 CFR 50.59 process. If a 10 CFR 50.59 review indicates that the NRC must approve the change, then NSPM will submit an LAR. NSPM personnel also committed to send the NRC a letter to state the same.

Document Control Desk Page 2 This letter confirms the above discussion, and that a LAR would be submitted if required by 10 CFR 50.59.

This response does not affect the "No Significant Hazards Consideration" and the "Environmental Consideration" evaluations in the Reference 1 license amendment request.

Summary of Commitments This letter makes no new commitments and no revisions to existing commitments.
