- FPL has a statement, prepared and signed by the HP technicion, stating that a pre-job briefing did take place. The statement includes explicit details concerning potential dose rates, contamination levels, airborne radioactivity, and resultant protective clothing, and respiratory protection criteria.

! The l&C supervisor did not assign the second l&C technician. The scope of
[ the job, as identified on the PWO, was to troubleshoot only. After i troubleshooting, the I&C technician should have notified OC and his supervision. Unknown to the'I&C supervisor, the original l&C technician requested help from a second l&C technician to withdraw the detector.
