01 REPORT OF INQUIRY,Q4-85-001 We have read your report Q4-85-001. dated February 21, 1985 (Kansas Gas
& Electric Generating Station: Alleged Improper Activity Regarding Quality First/ Quality Assurance Programs and Questionable Management Integrity).
Further, after having reviewed the transcripts (Exhibits 1, 2, and 3) of the interviews and addendum by and
, we want to make you aware of our programs in effect and ongoing.

We have performed an extensive review of the KG&E Quality First program, which has been documented in NRC Inspection Reports 50-482/84-37, 50-482/84-48, 50-482/84-52, and 50-482/84-58, and copies of these have been prcvided to your

office. We are reasonably satisfied that the aforementioned program, not requirti by the NRC, is effective.
We are performing additional evaluation of the "Dissolvo Tape" item (NRC
~ Inspection Report 50-482/85-10).
We.have already performed some review of the file identified as HOT 84-25.
We are also reviewing the transcripts for other technical issues to determine if additional inspections are warranted and potentially productive.
We note that states that she would not have come to NRC on her own initiative.
We appreciate 01's efforts in bringing her forward.

We understand the allegation of kickbacks / bribery, concerning a QA manager, will be evaluated and researched by 01 headquarters.
From this effort will come a determination regarding the appropriate actions for the resolution of these matters. Please keep me advised as to the progress and any conclusion reached on the part of OI headquarters or our office.
