The second drill was to determine the response time for offsite emergency response facility personnel. In a memo dated June 26, 1985, from R. Hoyt to file, a total of 39 persons were called during an unannounced drill, 24 persons could have been at the plant in 60 minute The remaining 15 persons could have been onsite 35 minutes later. In a memo dated May 9, 1985, from K. evacuation. This was in deviation to a commitment made to the NRC in a '
