Inspection Summary Inspection Conducted May 6-8, 1985 (Report 50-482/85-24)

Areas Inspected: Routine, unannounced inspection of the implementation of licensee programs for investigation and resolution of quality concerns resulting from exit interviews with licensee and licensee contractor employees, walk-in interviews and hotlina telephone calls. The inspection invcived 13 inspector-hours onsite by one NRC inspector.

Results: Within the areas inspected, no violations or deviations were identified.

' received, 740 have been investigated..Eight concerns remain to be investigated. During the period February 15, 1985 to May 6, 1985, 716 interviews'were conducted which resulted in the receipt of'32 concerns (1 concern per 22 exit interviews). Prior'to.. February 15, 1985, Quality

Review of Quality First Files Following NRC Inspection Report 50-482/85-09, three open concerns were identified that could have potentially impacted upon issuance of a fuel loading license. The NRC inspector verified proper closure of the following concerns:

a.

QCI 85-184, item 2-b.

QCI 85-188 c.-

-QCI 85-188 Since February 15, 1985, 19 case files, representing 32 concerns, have been established. As of May 6, 1985, investigative activities for 24 of the 32 concerns had been completed and activities for 8 concerns remained to be accomplished. The NRC inspector reviewed documentation associated with the 24 closed concerns. The inspector's evaluation included a review of:

a.

The accuracy of the inspection plan versus the concern received.

b.

The rationale of investigation, corrective action and basis

for closure of concerns.

The reportabilit of the concern in accordance with the requirements of 10 CFR 50.55(y).

c.

The endeavors to recontact the individual that submitted the Concern.

Additionally, the NRC inspector reviewed the eight open concerns and determined that the following two concerns could potentially impact upon issuance of a full power license.

a.

QCI 85-202, concern 2, cleanliness inspection of piping prior to applying insulation.

b.

QCI 85-203, concern 1, loss of cavity cooling and possible overheating of neutron detectors SE 1 and SE 2.

Quality First Observations (QF0s)

As a result of Quality First investigation of concerns, 22 QF0s have been issued and forwarded to the affected organization for action and closure.

Responses have been recieved from the responsible organization for all issued QF0s, KG&E Quality Assurance present plans call for tracking of the resolution, verification and closure for these QF0s.

Exit Interviews An exit interview was conducted on May 8, 1985, with 0. L. Maynard.
