WOLF CREEK: ALLEGED DISCRIMINATION AGAINST A QC EMPLOYEE (4-85-013)

Enclosed is an Office of Investigations' Report of Investigation. This I investigation was initiated after the completion of case A4-85-005, wherein i the Quality First (Q1) investigative program of Kansas Gas and Electric (KG&E) {

at Wolf Creek was reviewed for adequacy. This case was initially investigated j by the Q1 office and was selected for further examination by 01 to determine j the adequacy of the Q1 investigation due to the appearance of undeveloped j leads and questionable findings.

The KG&E Q1 organization recorded the alleger's initial harassment and discrim-ination concerns; however, subsequently contradicted itself by reporting in the Q1 Report of Investigation that the elleger was unable to identify any specific instances of harassment. In addition, the Q1 report of investigation found the allegations to be unsubstantiated.

The result of 01's investigation demonstrated that the Daniel International Corporation (DIC) Electrical Quality Control (QC) supervisor in question did harass an employee working under his supervision. Investigation revealed this employee, a clerk typist within the QC Department, was threatened with termination for excessive absence and tardiness when in fact no excessive )

absences or tardiness existed. Further investigat hn disclosed that this

'; supervisor was removed from a supervisory position in 1982 because of in-experience and because of similar complaints made by his subordinates. During the interview, the alleger was unable to identify any safety-related concerns I

as a result of this harassment. The 01 investigative results contradict KG&E

!. Q1 investigative results and found the allegation to be substantiated. It is

! OI's conclusion that the Q1 investigation was not conducted in a manner that f would meet acceptable investigative standards of the NRC regarding completeness l

and adequacy.
