1 The engineering disposition is revised as follows: "Use as is" l l

Discussion: ASME Section IX lists an increase in amperage as a supplementary essential variable only if notch-toughness is required. ASME Section IX QW409.1 "A change in the type of cur-rent or polarity, or an increase in the amperage or voltage'.' '

Welds W17 and U18 are ASME Section IIIj {

t Subsection NF partial penetration welds. The welds join pieces {

24, 47, & 48 on Hanger 0-BB15-C006/231. All three pieces are  !

SA240 TP304 (P-8) austenitic stainless steel which is exempted from impact testing (notch-coughness) by ASME Section III Para-graphs NX2311.

i ASME Section IX also lists as change in the range of amperage as

. a non-essential variable. QW 409.8 "A change in the type of current or polarity, or a change in the range of amperage or voltage. '%n-essential variables do not require WPS re-qualification.

Conclusion:

1) Weldments joined by W17 and W18 do not require.

notch-toughness.

2) WPS N-8-8-A-4 does not require requalification.

It should be noted that WPS N-8-8-A-4 is qualified for an overall range of 60-160 amps. So welding was not performed outside of the WPS overall para-meters.

3) The amperage (15 amps) in excess of that allowed for 3/32" diameter electrodes is not detrimental to the system integrity.

This NCR was dispositioned by W.B. Phillips, M&QS Site Engineer, Extension 1702.

in front of his supervisor (Rich Booth. Senior QC Supervisor)'for 1 writing an fiCR dealing with improper welding amperage by Mr. Murphy, Hanger Superintendent.

The inspector, Rick Dossett, and R. Booth-QC inspector made statements *

l January 25, 1984 An event that happened January 20, 1984: ,

While conversing with Jim Murphy at the superintendent's trailer, Rich Booth approached Jim concerning a conversation Jim had with one of Booth's inspectors on the telephone.

Jim spoke with Booth about an NCR written for a welder welding with too many amps with tong tester. The amps were more than the setting on the welding grid. Jim told Rich about the surge in amps on the grids depending on how many welders are welding at once. Jim told Rich he needed tong testers in order to check fer amp  !

s urge . Rich told Jim if he wanted tong testers to get your own. Jim told Rich that the inspector, should consider the surge when in his judgement of the violation. Jim told Rich that inspectors that hunt things to write up that will be closed in process because it isn't a code violation,is a hinderance, slowing down the completion of the schedule.

Rich told Jim if he had any problems with his people to see Rich. Rich told Jim if he wanted anyone' sass, to get his ass. Jim said he would talk with whoever was responsible for getting this procedure changed and solve this NCR problem. Rich-told Jim that this is a procedure violation and he would continue to write up this .,

violation until procedure is changed.

The above conversation went fast. I didn't hear Jim Murphy threaten anyone.

At approximately 4:20 P.M. my inspector, Rich Dossett, called me and informed me.that some Superintendent named Murphy had called him ,

talked to him about an NCR he had written. Mr. Dossett was upset due to the fact that Mr. Murphy had cursed and used rough language.

After hangi,q up the phone, I went to talk to Mr. Murphy about the incident. When I arrived, Mike Hubler (PFGF), was also present.

Mr. Murphy stated that inspectors should not write up something like that and he would get Mr. Dossett's " ass", whatever it took.

I promptly replied that Mr. Dossett was acting under procedural requirement and my direction, so if there was any " ass" to get it -

was mine. He then stated that inspectors like him (Rich) should not be working as they did not know what they were doing.

' I then told him that I disagreed with his statements and that Mr.

Dossett nor any other inspector worked for him and that if he has any future concerns about them, not to talk to them but to go through me. He then stated that there are too many inspectors in the field anyway so they need to run half of them off. Other statements he made includes g 1) "You need to tell the inspectors to be less restrictive and 2) quit shutting down craft on procedure violations."

"Who the hell hung the hold tag on the polar crane? They don't shut us down for that, it's ridiculous. (G. Payne, Receiving Quality, attached the reference. tag.)

Perry Latham (PFGF) arrived about ha1fway through the above con-versation. Mr. Murphy also stated that "we will get him (Dossett) run off no matter who or how many people we need to see.

i ATTENTION: Ed Shevlin on 1-19-84, I wrote'an NCR (1SN'15342.- PW) to document a welding procedure violation. On 1-20-84, at approximately 3:50 p.m., a man ralled by tele Jim Murphy, Pipe Hanger Superi' phone and ntendent, andidentified wanted tohimself as the know what fuck I was doing Writting an-NCR and stopping craft from working. He said we should never stop working from shit like this. This better not happen again and if it ever does, to call him or come and see hin and he will take care of it. He wanted to know what I was doing going around and writting shit like this up. He said that I did not know my job, I do not know my procedures andd I was not doing my job, that there was no reason to write this up. 'He wanted to know if Rich Booth was my Supervisor and that he will talk to Rich.

After we hung up the phone, after approximately 20 minutes, I called Rich Booth to see if Mr. Murphy has talked to him. Rich-said no and I then began to tell Rich what Mr. Murphy said to me.

Rich then said that he would talk to Mr. Murphy. I then pro-ceeded to Rich's office. When I walked in the trailer, I saw Rich and went over to him. Rich was already talking to Mr. Murphy when I arrived. While I was standing there with Rich Booth,

Murphy said that this should never have been written up. There was no reason'to write this up. This was only a procedural vio-lation and it should not have been written and he will get this changed in the procedures. There is no need for it to.be in j there. He already knows what the dispositio'n will be, that we should be less restrictive when we do these things. ,

Rich and I then went to our Senior Quality Supervisor.
