FROM:
Ben B. Hayes, Director (
i Office of Investigationi l
l
SUBJECT:
REQUEST FOR RELEASE OF KANSAS GAS AND ELECTRIC INVESTIGATIVE REPORT f
At 2:45 p.m., I called Mr. Gerald Charnoff, Counsel for Kansas Gas and
'{-
Electric (KG&E).
I explained to Mr. Charnoff that we had received an j:
allegatien in January 1984 concerning alleged harassment. Approximately the first week in May, 1984, an OI investigator was dispatched to pursue the investigation.
Upon arriving at the site, it was learned that the l'icensee had nego'tiated its own investigation. Richard Herr, Difector. 01:RV, elected to await completion of the licensee's investigation and evaluate its thoroughness and ascertain whether or not relevant issues were addressed. The licensee completed its investigation and sent a copy to John Collins, Regional Administrator, Region l
IV, with the provisos that (1).the investigative report be returned to Kansas Gas and Electric, and (2) no copies were to be made.
I explained to Mr. Charnoff that it was necessary for my office to obtain a copy of that investigation to complete our documentation of the material at J that our preliminary review of the report indicated it was well done.
I Mr. Charnoff indicated he would pursue the matter with his client and get back to me in 10 days or so.
